On the 7th January 2021 the french government announced via service-public.fr,  the phasing of the Covid vaccination program across the various age groups and social groups in France.

Appointments at the vaccination centres will be made by phone and via the Internet from January 14, 2021.

Vaccination is considered an essential axis in the fight against the Covid-19 epidemic. Free and not compulsory, it has just started in France following the steps recommended by the Haute Autorité de santé (HAS).

Why get vaccinated? Who is concerned ? What is the schedule according to the audiences? What are the security guarantees? Service-Public.fr takes stock with health insurance.

Several decrees published in the Official Journal specify the methods of distribution, prescription, dispensation and administration of vaccines. During the press conference on January 7, 2021, the Prime Minister presented the new stages of the vaccination plan.

Why get vaccinated?

The results of studies of candidate vaccines show that vaccination can significantly reduce severe forms and mortality due to the virus.

Coupled with barrier measures, the vaccine helps to control the impact of the epidemic over the long term.

The social groups concerned and the timetable

First Phase :

The deployment of vaccination is being done gradually with priority given since December 27, 2020 and throughout January 2021 to those most vulnerable to the virus and those most likely to develop serious forms of the disease. It’s about :

  • elderly people in institutions: accommodation establishment for dependent elderly people (Ehpad), long-term care units (USLD), independent residences, senior service residences;
  • staff who work in these establishments when they are at risk of developing a severe form of Covid-19;
  • professionals in the health and medico-social sectors, firefighters and home helpers aged 50 and over and / or presenting with comorbidities since January 4, 2021;
  • disabled people accommodated in specialized establishments and their staff aged 50 and over and / or with co-morbidities;
  • people aged 75 and over living at home from January 18, 2021.
  • Appointments in vaccination centers will be made by phone and via the Internet from January 14, 2021.

The goal is to vaccinate 1 million people by the end of January.

Second Phase :

Vaccination will be extended from late February-early March 2021 to people aged 65 to 74.

Third Phase :

Vaccination will be open to everyone from spring 2021 and will continue throughout the year, starting with:

  • people aged 50 to 64;
  • professionals in sectors essential to the functioning of the country in an epidemic period (security, education, food);
  • vulnerable and precarious people and the professionals who support them;
  • people living in confined accommodation or enclosed places;
  • then the rest of the adult population.

 Note:  It is not necessary, at this stage, to systematically vaccinate people who have already been infected.However, these people can be vaccinated if they wish after discussion with the doctor. In this case, a minimum period of 3 months after the onset of symptoms should be observed before the vaccination is carried out and it should not be administered if there are persistent symptoms.

The opening of vaccination centres

In order to be able to vaccinate people over 75 who are not residents of establishments, vaccination centers will be opened in France. A vaccination center per department is already open. From Monday, January 11, 2021, there will be 300, then 600 at the end of January.

At the vaccination centres, a very simple questionnaire to verify that the vaccination can proceed normally and in good conditions will have to be completed. It will be possible to see a doctor, since there will always be a doctor present at the vaccination center.

Professionals authorized to vaccinate

All health professionals, except pharmacists for the moment, can participate in the vaccination campaign, as well as health students within the limits of their skills in vaccination.

The coordinating doctors of nursing homes can prescribe and administer vaccines to residents and staff of the establishment in which they practice, by informing the doctors treating the people concerned.

Nurses can perform vaccine injections provided a doctor can intervene at any time.

Conditions

Vaccination is not compulsory. It is based on a decision shared between the patient and his doctor. Thus, the patient’s consent must be obtained beforehand and traced in his medical file.

The vaccines are purchased by the National Public Health Agency which ensures their availability free of charge. Indeed, a decree of December 31, 2020 provides for all the full coverage of pre-vaccine and vaccination consultations, as well as vaccine injection costs. Non-insured persons benefit from an advance fee waiver.

Security

The National Agency for the Safety of Medicines and Health Products (ANSM) is setting up a specific reinforced monitoring system for the adverse effects of anti-Covid-19 vaccines.

Always essential barrier gestures

In the current state of knowledge, the vaccines available or under development reduce the severity of symptoms but not contagiousness. It is therefore necessary to continue to isolate oneself in the event of a positive test, in the event of contact with a positive person or in the event of symptoms. We must also continue to scrupulously apply barrier gestures and wear the mask, even for vaccinated people.
